Extends the repeal date of the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 from January 1, 2026 to January 1, 2031

Adds new definitions including "email address of record," "licensed continuing education sponsor," "licensed school," and "public member," and requires licensees to provide and maintain current email addresses with the Department

Streamlines licensure requirements by allowing holders of active cosmetology or teacher licenses to obtain additional related licenses (esthetician, nail technician, hair braider) without completing separate licensure requirements beyond paying applicable fees

Reduces remedial training requirements for applicants who fail licensing exams three times (from 250 to 100 hours for barbers/cosmetologists; from 125 to 50 hours for estheticians; from 60 to 24 hours for nail technicians) and eliminates mandatory complete program re-enrollment after four failures

Modifies Board composition from 6 cosmetologists to 4, adds representation requirements for barbers, estheticians, nail technicians, and hair braiders who own schools or shops, and establishes term limits of 2 consecutive terms or 10 years maximum continuous service
