Extends the sunset date for the Illinois Roofing Industry Licensing Act and the Professional Geologist Licensing Act from January 1, 2026 to January 1, 2031

Modernizes the Illinois Roofing Industry Licensing Act by expanding the Roofing Advisory Board from 8 to 9 members, adding a representative for employees of licensed roofing contractors, and increasing maximum fines from $10,000 to $15,000 per violation

Establishes new requirements for roofing contracts including mandatory written contracts with specific terms such as scope of services, contact information, cancellation policies, and a 72-hour rescission period for property owners

Creates formal procedures for qualifying party termination and succession, requiring licensed roofing contractors to notify the Department within 30 days of disassociation and designate a new qualifying party within 60 days or have the license placed on inoperative status

Updates the Professional Geologist Licensing Act to add provisions for inactive license status, reduce the application completion period from 6 years to 3 years, and allow both parts of the licensing examination to be taken at separate times
