Amends the Grant Accountability and Transparency Act to require the Governor's Office of Management and Budget to compile an annual budget implementation report starting January 1, 2026

Report must include information on each grant agreement entered into by State grant-making agencies during the previous calendar year, including total project costs, detailed line items per GOMB guidelines, and project purpose descriptions

Report must be submitted to the General Assembly and posted publicly on the Governor's Office of Management and Budget website

Takes effect immediately upon becoming law
