Allows driver's license applicants to voluntarily include an indication of intellectual disability or autism spectrum disorder on their license by submitting a signed statement from a licensed health care provider confirming the diagnosis

Defines "autism spectrum disorder" as any pervasive developmental disorder or autism spectrum disorder as defined in the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association

Defines "intellectual disability" as a disability originating before age 18, characterized by significant subaverage intellectual functioning (at least 2 standard deviations below the mean) and significant limitations in adaptive behavior

Requires the Secretary of State to indicate the intellectual disability or autism spectrum disorder designation on the driver's license when documentation is provided

Classifies all documentation confirming an intellectual disability or autism spectrum disorder as confidential, restricting disclosure to the individual, Secretary of State employees, law enforcement for investigations, and other entities authorized by rule
