Protects Video Gaming Act licensees from disciplinary action or license denial for operating gaming devices that comply with Criminal Code provisions and are not considered illegal gambling

Elevates gambling offenses involving specific prohibited gambling devices (including certain internet-connected electronic machines that award credits) to a Class 4 felony, regardless of whether it is a first offense

Prohibits municipalities from imposing restrictions or bans on activities that are lawful under the state's gambling exemptions, including games of chance where no payment is required to participate

Establishes strict technical requirements for "prize and gift kiosks," including mandatory self-contained fill systems based on revenue (not time or spins), prohibition on internet connectivity except for redemption vaults, and required internal monitoring systems tracking cash, winnings, and malfunctions

Requires prize and gift kiosks to register with the Department of Revenue, pay an annual fee, and sell only bona fide products (excluding discount coupons, phone cards, or internet access), with violations subject to device seizure and false filing penalties
