Prohibits the knowing manufacture, sale, purchase, receipt, import, or transfer of "convertible pistols" - defined as semiautomatic pistols with a cruciform trigger bar that can be readily converted into a machine gun using common household tools by installing a "switch" as a replacement for the slide's backplate

Classifies a convertible pistol equipped with a switch as a "machine gun" under Illinois law, and makes violations a Class 2 felony punishable by 3-7 years imprisonment (or Class X felony if the weapon is loaded and in a vehicle or on person)

Defines "switch" as any device that, when attached to a pistol's slide, interferes with the trigger mechanism to enable rapid or automatic fire with one continuous trigger pull

Provides exemptions for peace officers, military personnel, prison officials, licensed firearms dealers servicing weapons for law enforcement, sales to other states, inheritance of lawfully-possessed pistols, and pistols modified to be permanently inoperative

Grants Illinois State Police authority to adopt implementing rules that are exempt from the Illinois Administrative Procedure Act, and includes a severability provision
