Requires the Business Enterprise Program to establish uniform standards for calculating contract-specific goals for minority, women, and disability-owned businesses on all State contracts (changing from permissive "may" to mandatory "shall")

Allows the Business Enterprise Council to exempt entire classes of contracts from diversity contracting goals on its own initiative when there are insufficient qualified minority, women, or disability-owned businesses to ensure adequate competition

Extends the cure period for utilization plan deficiencies from 10 calendar days to 10 business days, and expands curable deficiencies to include failure to contract with sufficient certified subcontractors or allocate sufficient work to meet goals

Permits vendors to request waivers from contracting goals after contract execution if no BEP-certified vendor is available to replace a non-performing certified vendor

Increases the reporting threshold for non-construction solicitations from 20% to 30% established goal for contracts exceeding $20 million that must be reported to the Council
