Commission on Equity and Inclusion must develop rules to automatically recognize veteran-owned small business (VOSB) and service-disabled veteran-owned small business (SDVOSB) certifications from local governments without requiring additional proof, provided local certification standards meet or exceed state requirements

Local governments in Illinois may choose to recognize state-certified SDVOSB and VOSB businesses without additional eligibility verification

Replaces the previous optional approach where the Commission could "develop programs and agreements to encourage" local governments to adopt uniform certification procedures with a mandatory reciprocal recognition system

State maintains a 3% goal for awarding state contracts to SDVOSB and VOSB businesses, with annual reporting requirements to the General Assembly
