Requires the Office of State Fire Marshal to amend rules in 41 Ill. Adm. Code 149.20 regarding the definition of permanently moored vessels to align with U.S. Coast Guard guidance from June 21, 2004

Redefines "Permanently Moored Craft" (PMC) as any ship, barge, or craft used for table gaming under the Illinois Gambling Act that is permanently fixed to a foundation or mooring and lacks practical capability for water transportation

Clarifies that permanently moored craft are not considered vessels under federal law (1 U.S.C. 3) and therefore are not subject to Coast Guard regulation or inspection

References the 2005 Supreme Court case Stewart v. Dutra Construction Co. and 2009 Coast Guard policy notice as legal basis for the definition
