Increases the statewide 9-1-1 surcharge on telecommunications and wireless connections from $1.50 to $2.50 per month, effective January 1, 2026

Applies to all customers of telecommunications carriers and wireless carriers, with the surcharge imposed on each network connection or CMRS (wireless) connection

Exempts pay telephone services from the monthly surcharge

Telecommunications carriers and wireless carriers may retain 1.74% of collected surcharges to cover accounting and collection expenses, with up to 2.5% allowed if documented expenses exceed that amount

Surcharges are collected by carriers and remitted to the Illinois State Police for deposit into the Statewide 9-1-1 Fund, with penalties for delinquent payments
