Creates the State Empowerment Task Force to study methods by which Illinois may retain moneys otherwise due to the federal government if the federal government impounds or withholds congressionally appropriated funds to the state

Task Force will examine potential remedies including establishing a special state fund, collection and retention of taxpayer funds, and legislation proposed or enacted in other states addressing similar issues

Task Force membership includes 15 members: State Comptroller, State Treasurer, Director of Revenue, GOMB Director, Commission on Government Forecasting Executive Director, plus Governor appointees representing taxpayer advocacy organizations, safety-net hospitals, and nonprofits, and 4 General Assembly members

Task Force must submit a report with specific legislative remedies and proposed statutory language to the Governor and General Assembly by March 1, 2026

Task Force dissolves July 1, 2026, and the entire section repeals January 1, 2027; members serve without compensation and appointments must be made within 30 days of the Act's effective date
