Candidates who forfeit their ballot position due to unpaid civil penalties assessed by the State Board of Elections are prohibited from being appointed to fill the resulting vacancy

Changes the deadline for filling nomination vacancies occurring after certification from "within 8 days after the event creating the vacancy" to "at least 45 days before the election"

Civil penalties paid after the State Board of Elections transmits the delinquent candidate list to election authorities will no longer allow the candidate to be placed on the ballot

Requires vote by mail ballots for consolidated elections to be mailed no later than 5 business days after the canvass of the consolidated primary election is completed, when a consolidated primary is required

Requires the State Board of Elections' delinquent penalty list to note which candidates have requested a hearing, and candidates with pending hearing requests are exempt from ballot forfeiture until the Board disposes of the matter
