Requires all Illinois public schools, including charter schools, to implement a mobile panic alert system called "Alyssa's Alert" beginning with the 2026-2027 school year, capable of connecting emergency services technologies for real-time coordination between first responder agencies and integrating with local 9-1-1 infrastructure

School boards that already implemented a compliant mobile panic alert system before July 1, 2026 are exempt from procuring new or additional capabilities

State Board of Education must issue a competitive solicitation in fiscal year 2026 for a mobile panic alert system, developed in consultation with Illinois State Police and Illinois Emergency Management Agency, with market research due by December 1, 2026

Creates the Mobile Panic Alert System Grant Program and corresponding Grant Fund to reimburse school districts for system costs, subject to appropriation

Effective date is January 1, 2026
