Grants the Illinois Department of Public Health independent authority to investigate all complaints alleging violations of the Hospital Licensing Act, separate from federal oversight

Requires the Department to initiate independent state law investigations within 30 calendar days when federal complaint surveys do not authorize investigation or do not cover all alleged violations

Defines covered violations to include patient abuse, improper discharge procedures, failure to maintain operational licenses, and failure to meet patient safety standards

Mandates annual reports to the General Assembly by December 31 each year summarizing completed investigations, actions taken, and recommendations for improvements
