Extends authorization for automated speed enforcement systems in safety zones to home rule municipalities contiguous to cities with populations of 1,000,000 or more (effectively suburbs adjacent to Chicago)

Safety zones where systems can operate include areas within 1/8 mile of public or private schools and park district property, excluding Lake Shore Drive and controlled access highways with 8+ lanes

Civil penalties for violations range from $50 (6-10 mph over limit) to $100 (more than 10 mph over), with equal additional penalties for late payment; no penalty for 5 mph or less over the limit

Systems can only operate on school days from 6 a.m. to 8:30 p.m. (9 p.m. on Fridays) near schools, and within one hour of park facility opening/closing times near parks

Net proceeds must be spent on public safety initiatives around schools and parks, pedestrian and traffic safety improvements, infrastructure construction and maintenance, and after-school programs
