Amends the Illinois Income Tax Act (35 ILCS 5/203) to create a new deduction for individual taxpayers

Allows taxpayers to deduct the full amount paid during the taxable year for monthly health insurance premiums purchased through the Affordable Care Act (ACA) Marketplace

Provides an additional deduction equal to qualified out-of-pocket medical expenses paid by the taxpayer during the taxable year
