Extends the deadline for filling nomination vacancies from 15 days to 45 days before an election, requiring vacancies occurring after certification to be filled at least 45 days prior to the election date.

Candidates who forfeit ballot placement due to unpaid civil penalties imposed by the State Board of Elections are prohibited from being appointed to fill the resulting vacancy.

Civil penalties paid after the Board certifies the ballot will not result in the candidate being placed on the ballot, closing a previous loophole that allowed late payments.

Requires the State Board of Elections' list of candidates with unpaid civil penalties to note which candidates have appeals pending, and candidates with pending appeals may remain on the ballot until the appeal is resolved.

Mandates that vote-by-mail ballots for consolidated elections be mailed no later than 5 business days after the completion of the consolidated primary election canvass.
