Establishes the Illinois Psilocybin Advisory Board within the Department of Financial and Professional Regulation to advise on psilocybin services and regulations

Requires appointments within 3 months of enactment, with 23 members including state agency heads, mental health professionals, researchers, legislators, and public health experts serving 4-year terms

Mandates meetings at least every 2 months from January 2027 through January 2029, then quarterly thereafter

Directs the Board to study Oregon's and Colorado's psilocybin programs, review research on psilocybin and other entheogens (MDMA, LSD, ibogaine, mescaline, DMT), and develop recommendations for facilitator training, ethics codes, and public health considerations

Requires annual reports with recommendations on safety, efficacy, and potential requirements for providing psilocybin services to clients
