IL SB2778

Creates the Comprehensive Charitable Food System Coordination Act requiring State agencies administering hunger relief grant funds to consult and coordinate with all actors in the charitable food system, including food providers, distributors, producers, facilitators, and data systems.

Requires grant solicitations and funding criteria to reflect the interconnected roles across the charitable food system and prioritize proposals that strengthen coordination, efficiency, resiliency, and equity.

Mandates annual reporting by State agencies on how charitable food system actors were engaged in grant planning, measurable impacts on food access and quality, and barriers or opportunities identified through collaboration.

Expands Department of Human Services Hunger Relief Fund grant eligibility to include "providers" in addition to food banks, defined as public or charitable organizations unaffiliated with food banks that regularly provide meals or food to needy persons.

Takes effect July 1, 2026.
