Creates the Expanded Access to Lung Cancer Screening Act, requiring the Illinois Department of Public Health to provide lung cancer screening information and counseling through the state's tobacco quitline.

Mandates the Department develop signage with lung cancer screening referral information that tobacco and nicotine replacement therapy retailers must conspicuously post in their establishments.

Requires the Department to create educational inserts about lung cancer screening effectiveness and eligibility criteria that retailers must provide to customers at the point of sale for tobacco products and nicotine replacement therapies.

Establishes that intentional violations by retailers constitute a petty offense.

Directs that lung cancer screening counseling follow United States Preventive Service Task Force criteria and guidelines, with quitline operators required to report referral data to the Department.
