IL SB2797

Amends the Illinois Public Aid Code to establish requirements for the All Kids Dental School Program administered by the Department of Healthcare and Family Services, including mandatory enrollment in the Illinois Medicaid Program Advanced Cloud Technology System and completion of provider registration applications.

Requires participating dentists to provide the full scope of preventative school-based dental services for out-of-office settings, including Caries Risk Assessments, and obtain signed parental consent forms before providing services to students.

Removes existing language that preserved home rule units' and school districts' authority to operate independent school-based dental programs separate from the Department-administered program.

Mandates the Department coordinate with Chicago Public Schools on school participation and oversee allocation of metropolitan Chicago area schools to dental providers on a first-come, first-served basis, with waitlists when no schools are available.

Limits providers to no more than 80 schools each, while allowing subcontracting with other approved providers to render services; effective immediately upon passage.
