Creates a new offense for knowingly manufacturing, selling, purchasing, receiving, importing, or transferring a "convertible pistol," defined as a semiautomatic pistol with a cruciform trigger bar that can be readily converted to a machine gun using common household tools by installing a "switch" device.

Classifies a convertible pistol equipped with a switch as a machine gun under Illinois law, subjecting it to existing machine gun prohibitions.

Establishes violation as a Class 2 felony with a sentence of 3-7 years imprisonment, escalating to a Class X felony if the weapon is loaded and in a vehicle's passenger compartment or on the person.

Defines "switch" as any device attached to a pistol's slide that interferes with the trigger mechanism to enable rapid or automatic fire with one continuous trigger pull.

Provides detailed specifications for "common household tools" (screwdrivers, pliers, hacksaws, drills, hammers, etc.) used to determine ease of conversion, and excludes hammer-fired pistols and certain striker-fired pistols with shielded trigger bars from the definition.
