IL SB2808

Creates the Electric Transmission Facilities Siting Act establishing a priority system for siting new electric transmission lines: existing utility corridors first, highway corridors second, and new corridors third.

Allows utilities and developers to place high-voltage lines (100,000+ volts) on public rights-of-way or along highways with Secretary of Transportation approval, which may be denied only for public safety or highway function concerns.

Requires the Department of Transportation to assign a project coordinator within 30 days of receiving an evaluation request for potential transmission line locations.

Mandates development of a constructability report between the utility/developer and Department that includes siting terms and a protected time frame during which relocation cannot be required.

Requires the Department to provide at least 10 years notice before requiring relocation of a high-voltage line; if relocation is required with less notice or during the protected period, the Department must pay 75% of relocation costs.
