Creates the Operation Midway Blitz Recovery Fund as a special fund in the State treasury to support Illinois residents affected by immigration enforcement activities

Allocates $10,000,000 from the General Revenue Fund to the new fund on July 1, 2026, with an additional $10,000,000 transfer on July 1, 2027

Directs disbursements to community-based organizations for mental health services and rapid response networks

Funds are restricted exclusively to assisting residents impacted by immigration enforcement and may not be used for other purposes

Effective date of July 1, 2026, with administration by the Department of Human Services Secretary
