Establishes a Small Business Restoration Grant Program administered by the Department of Commerce and Economic Opportunity to assist Illinois small businesses affected by ICE actions during Operation Midway Blitz

Defines eligible businesses as independently-owned brick and mortar establishments with 25 or fewer full-time employees as of September 9, 2025

Transfers $50,000,000 from the General Revenue Fund to a newly created Small Business Restoration Fund by July 1, 2026

Creates the Small Business Restoration Fund in the State treasury, with moneys dedicated exclusively to grants under this program

Takes effect immediately upon becoming law
