Appropriates $163.6 million total to the Illinois Department of Public Health for HIV/AIDS programs, effective July 1, 2026, with $147.72 million for core AIDS/HIV services including education, testing, counseling, drugs, and Ryan White CARE Act programs.

Allocates $7.88 million from the African-American HIV/AIDS Response Fund specifically to reduce HIV/AIDS disparities among African Americans, with a mandate that at least 50% of all AIDS/HIV Division funds serve minority populations.

Provides $5.5 million for the Getting to Zero-Illinois plan, which aims to end the HIV epidemic in Illinois by 2030 through expanded clinical and supportive services.

Appropriates $2 million for the PrEP4Illinois Program to provide client navigation for pre-exposure prophylaxis services and cover ancillary costs (office visits, labs) for uninsured and underinsured individuals.

Includes $500,000 for sexually transmitted infection (STI) prevention, screening, and treatment services, addressing rising rates of chlamydia, gonorrhea, and syphilis alongside HIV efforts.
