Expands the Mid-Illinois Medical District boundaries in Springfield from Madison Street to South Grand Avenue on the south, while excluding local, state, and federal government properties and a specific downtown area bounded by Washington Street, Third Street, Cook Street, and Walnut Street

Prohibits the Commission from using eminent domain powers to acquire property within the area bounded by 11th Street, Madison Street, Walnut Street, and South Grand Avenue

Changes Commission officer elections (President, Vice-President, Secretary, Treasurer) from annual to biennial, held on the second Thursday of February in even-numbered years, and removes the requirement that specific appointing authorities designate particular officer positions

Authorizes the Commission to construct housing, educational buildings, and research facilities, and expands the District's mission to include research, innovation, and technology promotion alongside medical purposes

Changes master plan approval process so plans must be delivered to (rather than approved by) the advisory council and Springfield city council
