Prohibits owners or operators of CO2 pipelines from seeking or exercising eminent domain authority from the Illinois Commerce Commission, even if they hold a certificate under the Carbon Dioxide Transportation and Sequestration Act

Amends the Public Utilities Act to explicitly bar CO2 pipeline operators from using eminent domain powers for construction, maintenance, or operation of pipelines

Removes existing provisions that previously allowed CO2 pipeline operators to exercise eminent domain in the same proceeding as their certificate of authority application

Clarifies that CO2 pipeline owners/operators shall not be considered public utilities for purposes of the Public Utilities Act
