Requires the Court of Claims to confirm receipt of vendor contract claims within 30 days and notify vendors of invoice defects within 30 days, allowing partial payment of approved portions while vendors cure defects on disapproved items

Authorizes the court clerk to administratively determine qualifying claims without requiring concurrence of 4 judges when the claim is under $2,500, from a lapsed appropriation, agency-concurred, and Attorney General-recommended

Increases filing fee thresholds from $50-$1,000 to $500-$10,000 for the $15 fee tier, and raises the threshold for the $35 fee from $1,000+ to $10,000+, with filing fees refunded to vendors who prevail on contract claims

Raises the payment threshold for lapsed appropriation awards from $50,000 to $100,000 that can be paid from General Revenue Fund and requires the Comptroller to issue payment within 30 days of court award entry
