Amends the Grant Accountability and Transparency Act to require the Governor's Office of Management and Budget to provide training for State agency staff on grant compliance, including the State Prompt Payment Act, payment eligibility determinations, and Court of Claims procedures.

State grant-making agencies must issue grant agreements within 60 days after a grant's effective date.

Grant agreements must include anticipated billing and voucher transmission timelines, State Prompt Payment Act applicability, and payment methodology (advance pay, reimbursement, or working capital advance).

State agencies cannot restrict indirect costs below 20% of the grant agreement or the federally negotiated rate, whichever is higher, unless the recipient prefers a lower rate.

Exempts grants solely for capital projects and those conflicting with federal law or federal grant obligations from the new grant agreement requirements.
