Establishes a food and food waste management hierarchy in the Illinois Solid Waste Management Act, requiring covered establishments to comply with specific food waste handling duties

Requires state agencies and local governments to purchase and use compost and digestate products, with provisions for rulemaking, enforcement, and penalties for non-compliance

Creates a food diversion grant program and establishes requirements for diverting food safe for human consumption, with immediate effective date upon enactment
