Creates the Let the People Lift the Ban Act, establishing statewide rights and obligations for landlords and tenants regarding rental agreements, security deposits, retaliatory conduct, and lockouts.

Amends the Rent Control Preemption Act to allow local governments to enact rent control ordinances if approved by voters through referendum, including within specific districts, precincts, or wards.

Changes home rule preemption from exclusive state control to concurrent exercise, permitting local governments to regulate rent alongside state law.

Excludes certain properties from the Act, including owner-occupied buildings with 6 or fewer units, single-family homes meeting specific criteria, hotels/motels for stays under 32 days, and employee housing.

Repeals the existing Retaliatory Eviction Act and consolidates tenant protections into the new comprehensive landlord-tenant law, effective immediately.
