Amends the Illinois Horse Racing Act of 1975 to allow the Illinois Racing Board to create audio or video recordings of meetings instead of requiring court reporters to produce written transcriptions.

Increases the application fee to conduct a horse race meeting from $1,000 to $10,000, payable by certified check or bank draft.

Raises maximum civil penalties from $5,000 to $10,000 for individuals and from $10,000 to $25,000 for licensees for each violation of the Act.

Requires applicants for organization licenses to have architect-certified plans and confirmed financing for race track construction before the license can be granted.

Strengthens employment background check requirements for pari-mutuel clerks, parking attendants, and security guards, requiring disclosure of prior convictions for theft, fraud, wagering violations, touting, or bookmaking.
