Requires animal shelters and control facilities to register adopted dogs' and cats' microchips in a national database with the new owner's information within 7 days of adoption.

Mandates shelters disclose to adopters whether any dog or cat has bitten or scratched a person, and for dogs specifically, any behavioral observations, history of killing companion animals or livestock, and vicious/dangerous designations.

Prohibits shelters from adopting out, giving away, or rehoming any dog that has been legally deemed vicious or dangerous under the Animal Control Act.

Requires shelters to immediately share adopter identity, location, and animal history information with animal control facilities, law enforcement, other shelters, or veterinarians who later come into possession of an adopted animal.

Removes the existing requirement to post adoption information on or near animal cages, shifting to direct written disclosure to adopters prior to adoption.
