Increases annual compensation caps for North Shore Water Reclamation District board trustees: president from $18,000 to $21,750, other members from $15,000 to $18,750

Raises maximum fine for ordinance violations from $1,000 to $10,000 or the amount specified in the Environmental Protection Act, whichever is greater

Requires written authorization from the sanitary district before any private or governmental entity can connect or remain connected to the sewer system

Extends the debt repayment period from 20 years to 40 years and allows revenue collection (rather than direct annual tax) to pay interest and principal on district indebtedness

Allows property owners to petition for annexation into the sanitary district and permits electronically recorded hearing testimony to be transcribed for appeals
