Creates the Special Education Workload Task Force to develop guidance on calculating workload limits for special educators, including classroom teachers, resource teachers, and related service providers

Task Force consists of 12 members appointed by the State Superintendent of Education, representing teachers' organizations, principals, administrators, and various special education professional associations

Task Force must submit guidance to the State Board of Education and General Assembly by June 30, 2027, with members serving without compensation

Task Force dissolves upon submission of guidance, with the entire provision repealing on June 30, 2028
