Prohibits real estate brokers and rental agents acting on behalf of landlords from charging tenants or prospective tenants any fees, commissions, or payments for listing, showing, tenant qualification, document preparation, or other leasing services

Prohibits landlords from requiring tenants to hire and pay a real estate broker or rental agent as a condition of applying for or leasing a residential unit

Allows tenants or prospective tenants to file civil lawsuits against violators, with courts authorized to award injunctive relief, monetary damages, attorney's fees, and costs

Amends the Illinois Landlord and Tenant Act by adding new Section 35 on broker fees
