Removes the requirement that anesthesia services in ambulatory surgical treatment centers (ASTCs) be under the direction of a physician with specialized anesthesiology training or residency completion.

Eliminates the mandate that an anesthesiologist participate in developing the anesthesia plan and remain physically present on premises during anesthesia delivery.

Allows certified registered nurse anesthetists (CRNAs) to practice independently without a written collaborative agreement, authorizing them to perform advanced assessment, diagnosis, and select/order/administer drugs and medical devices for anesthesia services.

Requires CRNAs to seek consultation on anesthesia plans as appropriate to their expertise level and patient needs, and to practice in accordance with national professional nursing association standards.

Makes conforming changes to the Hospital Licensing Act, Medical Practice Act of 1987, Nurse Practice Act, and Illinois Dental Practice Act, with immediate effective date.
