Replaces DCFS "Error Reduction Implementation Plans" with "Strengthening Best Practices Plans" informed by safety science principles to reduce child fatalities and serious harm

Plans must be guided by patterns, findings, and recommendations from DCFS Office of Inspector General death/serious injury investigations and Child Death Review Teams

Requires plans to address systemic and organizational conditions contributing to child fatalities, and must include compliance provisions specifying methods for implementing, monitoring, and evaluating recommendations

OIG must collaborate with DCFS to implement training and reform protocols through regional offices and Child Welfare Contributing Agencies, replacing the previous Error Reduction Safety Teams structure

OIG Annual Report to the General Assembly and Governor must include a review of the implementation and evaluation of the Strengthening Best Practices Plans from the previous fiscal year
