IL SB2943

Expands insurance coverage for cleft lip and cleft palate treatment from children under age 19 to all children and adults under individual and group accident and health insurance policies in Illinois.

Requires coverage for medically necessary care including oral and facial surgery, prosthetic devices (obturators, speech appliances, feeding appliances), orthodontic treatment, prosthodontic treatment, and otolaryngology management.

Explicitly excludes cosmetic surgery performed solely to improve appearance of normal structures from the coverage mandate.

Amends the Illinois Public Aid Code to include cleft lip and cleft palate care and treatment within dental services covered under the Medicaid medical assistance program.

Takes effect immediately upon becoming law.
