Authorizes the Secretary of State to issue OSF Children's Hospital of Illinois decals for Universal special license plates in Illinois.

Original issuance requires a $25 fee, with $10 deposited into the OSF Children's Hospital of Illinois Fund and $15 to the Secretary of State Special License Plate Fund.

Renewal of the decal costs $25, with $23 going to the OSF Children's Hospital of Illinois Fund and $2 to the Secretary of State Special License Plate Fund.

Creates the OSF Children's Hospital of Illinois Fund in the State treasury to receive proceeds from the license plate program.

Amends both the Illinois Vehicle Code and the State Finance Act to implement these changes.
