Expands the Statewide Interoperability Executive Committee (SIEC) to oversee governance and land mobile radio standards for Illinois' emergency communications system, replacing the STARCOM21 Oversight Committee

Requires SIEC voting membership to include representatives from fire chiefs, police chiefs, sheriffs, State Fire Marshal, Illinois State Police, Emergency Management Agency, Department of Public Health, Department of Innovation and Technology, and Department of Military Affairs, all appointed by the Governor

Mandates the SIEC establish by July 1, 2027 standards for land mobile radio equipment interoperability statewide, public safety communications training and operational readiness, and unified Integrated Public Alert and Warning System implementation

Requires annual review of statutory law with recommendations for legislative changes to ensure efficient, reliable, and sustainable communications interoperability across Illinois
