Counties and municipalities must require installation of vehicle impact protection devices (bollards, decorative planters, or barriers) at residential care facilities, buildings in business/manufacturing zones, storefronts with windows within 2 feet of ground level, outdoor dining areas, and daycare outdoor play areas with adjacent perpendicular or angled parking.

Devices must withstand minimum impact of 5,000 pounds at 30 miles per hour, measure at least 3 feet in height, and be spaced 48 inches apart from inside edge to inside edge.

Devices must be manufactured from finished metal or have decorative covers complementary to the building design, and must comply with the Illinois Accessibility Code and all applicable state and federal accessibility laws.

Temporary plain concrete barriers (such as jersey barriers) may be used for up to 90 days while awaiting permanent device installation.

Home rule units are prohibited from adopting less restrictive regulations than the state standards, and requirements do not apply to voluntarily installed devices.
