Creates the Prison Education Fund in the State treasury to support higher education programs for incarcerated individuals

Allocates 0.5% of Cannabis Regulation Fund revenues (after administrative costs and expungement allocations) to the new Prison Education Fund

Authorizes the Illinois Community College Board and Board of Higher Education to make grants to prison education programs awarding associate or bachelor's degrees to incarcerated students

Limits grant funding to $2,000 per enrolled student, with eligibility restricted to private non-profit and public colleges and universities

Requires grant applicants to demonstrate commitment to increasing enrollment, report program data, and pursue federal and other funding sources
