Establishes a legal definition of "agrivoltaic system" as ground-mounted solar panels intentionally designed with agricultural producers or agrivoltaics experts to achieve simultaneous solar energy and agricultural production

Requires agricultural production to occur on land beneath or between rows of solar panels, beginning as soon as agronomically feasible after commercial operation and continuing until decommissioning

Includes marketable agricultural products as defined in the Use Tax Act, plus apiaries when paired with another qualifying agricultural product

Explicitly excludes systems that use pollinator habitat as the sole dual use from qualifying as agrivoltaic systems

Amends both the Illinois Power Agency Act and the Public Utilities Act to add this new definition
