Requires group and individual health insurance policies and managed care plans to cover medically necessary lung cancer screenings and lung cancer biomarker tests, including anaplastic lymphoma kinase (ALK) testing, for policies amended, delivered, issued, or renewed on or after January 1, 2028.

Applies coverage requirements to the State Employees Group Insurance Program, county health insurance for self-insured counties, municipal health insurance for self-insured municipalities, school district health insurance, Health Maintenance Organizations, and Illinois Medicaid.

Amends multiple Illinois statutes including the Illinois Insurance Code, State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Health Maintenance Organization Act, and Illinois Public Aid Code.

Designates the requirement for these health benefits as an exclusive state power, preempting home rule authority for counties and municipalities under the Illinois Constitution.
