Amends the Child Care Act of 1969 to create a new "Interim Conditional Child Care Director" position allowing licensed day care centers to hire individuals still completing educational requirements for up to 12 months.

Requires interim directors to provide documentation of enrollment in courses at an accredited college or university that meet administrative rule requirements.

Candidates must have at least 2 years (3,120 clock hours) as an early childhood teacher at the same day care center where they will serve as interim director.

Qualifying individuals need at least 64 semester hours of college credits with a minimum of 15-21 semester hours in early childhood education, child development, or early childhood special education.

Interim directors must complete additional requirements by the end of the 12-month period, including obtaining the Gateways to Opportunity Level I Illinois Director Credential or equivalent training in child care administration.
