Amends the Illinois Municipal Code to expand municipal authority over sidewalk maintenance, allowing municipalities to require property owners or occupants to keep abutting sidewalks in "reasonable condition" and make repairs as needed, beyond the current requirement of just removing snow and obstructions

Defines "parkway" as the portion of public right-of-way between the street curb and property line where sidewalks are typically located

Authorizes municipalities to regulate parkway use and maintenance, including requiring abutting property owners, lessees, and occupants to maintain parkways

Parkway maintenance responsibilities may include cleanup and disposal of refuse, waste, and garbage; watering and fertilizing plants, trees, and grasses; and routine lawn care such as watering, weeding, and mowing
