Expands the Illinois Early Learning Council's purpose from coordinating programs to advising on statewide programs for children from the prenatal period through age 5, with a goal of making Illinois "the best state in the nation to raise young children"

Designates the Secretary of Early Childhood or designee as co-chairperson of the Council, replacing the previous structure where a Governor's office leader served as co-chair

Requires the Governor to appoint parents and caregivers of children 5 years or under to the Council membership

Assigns the Department of Early Childhood responsibility for providing staffing and administrative support to the Council, and adds new conflict of interest provisions requiring members to comply with the Illinois Governmental Ethics Act

Transfers appointment authority for several Early Childhood Access Consortium advisory committee positions from the Department of Human Services to the Department of Early Childhood, including community-based, for-profit, nonprofit, and family child care provider representatives
