Expands the definition of "material obstruction of an investigation" to include intentional failure to timely report allegations to the Department of Human Services Office of Inspector General hotline, not just interference during an active investigation

Lowers the threshold for obstruction from "purposeful interference" to "interference" when investigating physical abuse, sexual abuse, mental abuse, neglect, or financial exploitation of individuals receiving mental health or developmental disability services

Adds new prohibited conduct including delaying or withholding reports, altering documentation, threatening victims or witnesses to prevent reporting, and presenting untruthful information to the hotline or during investigatory interviews

Requires employees who fail to cooperate with Inspector General investigations to be subject to material obstruction findings, and expands violations to include failure to report abuse or obstruction committed by another employee

Amends the definition of "presenting untruthful information" to cover false statements made when reporting allegations to the hotline, not just during investigations
